Rep. Mike Talboy, a Democrat, represents the Downtown, the Westside, 18th & Vine, Crossroads, Valentine, Parade Park and Longfellow heights areas of Kansas City (District 37) in the Missouri House of Representatives. He was elected to the House in November 2006 and currently serves as House Minority Leader.

Mike graduated in 2000 with a BA in communications from the University of Missouri - Kansas City. In 2002, Mike received his Law Degree from the University of Missouri - Kansas City School of Law.

Mike is the son of Dr. Glenn E. Talboy, Jr., a general surgeon at Truman Medical Center in Kansas City and Edna Salcedo Talboy, an education and instructional design consultant in Kansas City. Mike has two brothers, Glenn E. Talboy, III, a CPA in Kansas City and Geoffrey Talboy, a literature teacher and coach.

Mike is a profound believer that those who make the largest impact rarely achieve greatness without a foundation. That foundation was established at a young age through his grandparents and parents. Dr. Glenn E. Talboy, Sr. and Mary Talboy of Boise and Hector and Gloria Salcedo of New Orleans all instilled the values of standing up to do what is right, taking care of those who need help, the importance of education and the value of hard work and perseverance.

The foundation was one taught, not by words alone, but by the actions of those around him. His father, Glenn Talboy, Jr. realized his life-long dream of becoming a surgeon, graduating from Creighton School of Medicine at age 40. His mother, Edna Salcedo Talboy was a very strong role model for Mike. Her drive and willingness to see what is possible, rather than focusing on what obstacles exist are traits which influenced Mike at a young age. Mike’s grandfather, Hector Salcedo, who moved to the United States from Bogotá, Colombia at the age of 33, obtained his college degree at the age of 75. His grandmother, Gloria Salcedo also obtained her degree at age 61 and then worked as a high school Spanish teacher for 17 years.

Through their actions, Mike’s family has taught him to be a leader of character and value, and it is through their support that Mike has represented the 37th State Representative District in Missouri since 2007.

Mike has been involved in local and national politics since 2001 and is currently an attorney in private practice at the law firm of Polsinelli Shughart in downtown Kansas City.

Mike has received numerous awards for his service in the legislature, is a member of the Missouri Bar Association and man other organizations. He also volunteers his time for various causes.
